Lina's power source not working.

What is the deal with Lina's power source, after I cross the bridge and click on the blue tank nothing happens. Its as if my game is bugged. I also can't talk to the guy at the pyramid, there's a dialog icon on top of his head but when I click on him he doesn't say anything. Basically I can't interact with any NPCs or object in Upper Haddar at all, but the Lower Hadder is normal. What's going on...is my game bugged?
