Why my game dont have skill "cast spell twice time" and other skill like alchemy,... ?

Hi,

are you playing as a Soothsayer (Mage)?
If not, these are the class specific spells for him, so only this class can get them.

I have more question: I already learn "Artifact" skill but dont know how to craft artifact ?

To craft artifacts, you need to both have the skill and have at least one recipe. You can buy/find recipes in the game, but if you don't have any right now, that aspect of the skill won't do anything for you.
