I completed the tutorial missions this morning.
It turns out that I was in HUD view, not external view. This prevented the tutorial from moving to the next step, even though I was pressing the button to get to the target camera (L2 on PS3). Once I went into external view, everything worked fine. Thanks for all of the help, guys. I look forward to playing this weekend.
