According to what Anton has told us the dev team had three choices.

1) Release the game with the 12 planes from the campaign being the only flyable aircraft, as per the original plan.

2) Release the game with all planes flyable but only the originally planned 12 having cockpits.

3) Put back the release date by 9 months while they built the cockpits for all the aircraft.

Option 3 wasn't on, the publishers would never have allowed this, and Option 2 is better than Option 1, at least from my point of view. Anton has also promised that the cockpits for the most important German planes, the Bf109 and Fw190, will come by the end of this year at the latest, and hopefully sooner. I don't see why the cockpits would be bundled with DLC instead of as a free patch, has Anton or one of the other devs said something to this effect on here that I have missed?
