Thanks for the help. I found him! Now I have the Rage Box.

The king said his brother was in a tower in Arlania. The first tower I came across was the magic tower with the mage trapped in it. The monsters on the first floor were tough and the ones on the 2nd floor were impossible. I incorrectly assumed this was the tower with his brother.
