The polar bears are the last object in the objects menu of FMB. You can put them on any map.

As far as freezing the lake, I think the shots you are seeing are of inland rivers, I am sure there is only one Svalbard map, and have never seen a option to freeze existing water.

I think it might be The bottom-left corner of the Stalingrad1 map. There is a large frozen-river area which extends off the map.
