I've just uploaded the plugin here.

The German modding site was abandoned/closed shortly after I started modding the game. No idea why. I still have some of theirs the most interesting mods but a lot of know-how was decisively lost.

About StarRover - If you want to get access to some really good stuff about modding SW, you have to make an account there.
