Hehe yeah he can be tricky to find. Hes in a very little house. in the southeastern part of the base. Not so far from one of the entrances.

It's in the corner. Just zoom in, you'll see him in there. It's a house with a bed and a table.

It looks more like a shed, it is just 1 room.
