If you do not play with the "Ice & Fire"-Expansion, then this situation is strange for me, because normally there is no questmarker on the building where you should go on Merlassar.
Could it be, that you are at the wrong house? The correct house is the one you reach following the very short road that lies between the tavern and the store. It has no marker at all on it! If I remember correct it is a healer, not a herbalist!?
If you play with the expansion, I'm sorry but I don't know if something was changed.
