In developer mode you can use ctrl+q to teleport to the location of the cursor either on a map screen or regular play mode. It works for me can't explain why it doesnt work for you. Do any of the other developer mode commands work? Try some of these

Looks as if maybe the commands are not working because a patch is needed (according to the link you provided). The patchs appear to change some dynamics of the game when downloaded and attached to the game, whereas the only thing I want to do, as Pingman says, is to get past the guard.
