Where is Old Archon?

I'm on the Evil Beholder quest and I was told to find Old Archon in the Veleron Forest (sp?) but I can't find him. I've been all over that place and he is nowhere that I can find. Did I mess up a quest and now he won't spawn for me?

He's just off the path near the castle with the ghost in front of it.
