I don't see any live trapdoor in the ruined towns where this quest normally starts...are there other quests from WotN which are missing in I&F?

Is that the woman who is turning into a zombie? If that's her, she's in WoTN. We did the whole chain and reunited her with Enud, who sells new troops after that, btw.

I finished that quest yesterday, so I can confirm it´s in Ice & Fire too

Maybe you forgot, that you first have to talk to the guy in the lighthouse (Enud). This starts the quest Herring Love and triggers the "trapdoor-teleporter".
