I said among best items in game in pure stats bonus, it gives +10 total stats. There is no other item with such high bonus. And ofc there are better items for specific situation : Dragon necklace - Reha shield is 5 times better considering debuff to dragons and gives +defense, Ancient amulet - Skull of death gives +1intellect more, but lack those 15mana i agree it`s tough choice depending on your mage build (if you go pure dmg mage skull would be better, but if you go hard spell support amulet) ...
Variety of this game is great and it`s hard to say what is best in whole game units/items/spells vise. For every play there is some good things you`ll run into, and some bad. So just go with what`s available and enjoy
