This quest is bugged exactly as the OP is describing if you stated a game prior to the last or the next last patch. In that case the console commando should work. Basically what happens is that after the battle you get information about getting the item, but it is not added to your inventory. If the game is started after the last patch this quest works as intended.

On island Riften, there is lighthouse, and viking named Ratimir give me the quest.

I had problems with this one, too.
I was able to recover 4 items that were scattered over the Riftlands map, some in chests, some via fights, but I was one short. I continued the game and was towards the end of the game, but decided to talk to Ratmir again about the quest. He'll mention that I don't have all the items, but when I left the lighthouse, there was another wandering monster stack on the island near the lighthouse. I attacked them, but didn't get the 5th item, but then I noticed a hidden cache near the stack and that's where the 5th item was. So I'm not sure if you can try talking to him again right away, or if you need to do some other things, but try talking to him again and see if a new enemy stack appears somewhat near the lighthouse and then look for a hidden cache in a tree near the stack. I can't get the paper for the professor to work in my game (new game start with 6250), so I decided to just skip it as I have the paper but the quest did not update. I looks like there are no more updates, so you just have to go get the paper immediately like the work around says. I didn't know this at the time and had progressed too far past to want to go back to a previous save when I found out about the issue. Good luck hopefully my suggestion works for you! /C\/C\ |

Well, I skip that quest on the end, but I hope that quest had no influence for main quest. Also I hope that somebody know to change skript in ses.kfs file in the game and somehow solve the problem. |

Unfortunately, these problems are in the QST files, which require a decompile by KB_DB_EDIT, scrutinizing hard to read code, trying to fix it, recompiling, and then playtesting to see if it works. This is a lot easier said than done, and there are some noted differences in what they've done with WotN compared to all 3 previous games, that makes it even more challenging. /C\/C\ |

I went back to the lighthouse and talked to him about another matter -- the quest for the royal robber, about whom you needed to gather evidence first. I had no idea where the evidence could be found, so I just abandoned the quest for the time being. Turns out it is the lighthouse keeper who tips you off about the robber. Then I flew over to the robber, defeated him, and proceeded to dig around the area. However, the last item wasn't buried but hidden in a tree stump nearby. Not sure if it had been there all the time and I just missed it (playing on hard so none of those yellow markers on the minimap) or if it had something to do with acquiring evidence about the other quest first. Could well be related as both quests have to do with thievery. Either way, hope this helps others and thanks to you, Matt!
