After you get it, give it to dwarf shop in upper Kardar.

It's been a while since I played KB:TL, but I remember the tear being in one of three different locations in Arlania. The map showing which specific location is on an island in Eastern Islands (the island to the far East, with a dying guy on it). Once you get the map, it will show you the exact spot in Arlania.
