Hey man! You have to make sure the Grotland and Riftland guys are 'cool' with each other (aka forging alliance with Vikings).

Once you do this (by pacifying the Grotland neutrals), you go back to Riftland's King. After that, you go back to the Dwarven King.

Yeah, Xargon is right. After you pacify the Grotland viking neutral hero (there won't be a flag over his head necessarily), you go to the care taker near the entrance of the mine, then go back to riftland king.
