Same here, I thought it was strange. So the dialog was with the quest giver, not with Selmy Boros? Oh well. I may restart anyway since being unable to scroll my inventory is driving me crazy.

Its a weird way of handling it for sure. In fact, if you choose that dialogue option you simply get a different quest (Warn the rebel).

I never tried. I don't see why it couldn't. You'd have to kill all the "good armies" before you become allies with them though. Not sure if there is enough cannon fodder to do that though!
