NVIDIA drivers had to be reinstalled that was the problem.

ok so I tried to fix it its the NVIDIA drivers but it will not work with the 306.97 whql'ed drivers. I have reistalled them 3 times and Cliff is the only game that will not work with the WHQL'ed drivers.

ok so now I tried changing the d2d10_0 to d2d11_0 and that worked but now I have in the distance a strange z pattern long thin line out in the distance.
