Actually, in American aircraft this would quickly be accomplished by locking/unlocking the shoulder strap retractor (Pilot's Information Manual 6-8-1 rev. April 1, 1944). I wouldn't be surprised if other aircraft had a similar feature as well. What would you do if you dropped your map? Fly inverted? Would you want (or dare) to undo your belts?
