Which version are you talking about?
The latest beta the dust particle issue isnt as bad. I just did a couple of quick tracks with 6 aircraft taking off and my FPS on the ground is normally around 45FPS with all details on max and it only drops to 24FPS at the absolute worst and normally drops to 30FPS with dust. This is not low enough to cause any stutter or loss of smoothness on my system. I tried several angles and camera views and got pretty much the same result.
