The 109 had ground-adjustable trim for rudder (maybe elevator too? i'm not sure). This way, even though the pilot couldn't adjust them in flight, it was still possible for the ground crew to adjust them for a specific speed.

All 109s had ground adjustable trimming tabs on their control surfaces (rudder, elevators, ailerons).

Any quick look at a 3-6 view drawing will show them.
