As I dont know where the above is described, here is what I learned reading some wiki pages and readme's:

The server is started through a command line script file, the difficult1 file you mention can be executed from within the server as console command before a mission is loaded, so it doesnt really matter where the difficult1 file and test1.mis file resides , as you have to enter the relative path when executing the dedicated server commands.

The localip file doesnt ring a bell , there is a ip conf option in the conf.ini , and depending on how the server is configurated it can either be started within a console window or some kind of detached task that then can be controlled by the il2console tool, but as I havent got the files together, making a simple config is a cruel task

Funny that researching dedicated server information shows your post on the first page on google , good luck , I will keep an eye out for some ancient DS patch I might have on one of my drives already, the information for a basic config should hopefully be included but may however be outdated.
