There have been pay addons, containing only campaign and mission, for a long time (i.e. by Desastersoft). AFAIK, there was never any problem with it. And I don't see any difference if its modded content or stock, that gets used in the campaigns. Its not the content, that gets sold, but its the work, that has been gone into the mission making.

Only questionable issue I would see, is that using the tool (the FMB in game itself) for building this, should 1C enable to get some fees out of it too. But I bet, they are not interested.
