I assume they are doing their best to deliver what they can. Trouble is they probably don't have a real plan and are learning what project management really is on the fly.

Also remember that too late in a project there is little to be done. After a certain point even adding extra staff does not help as the time cost integrating them and bringing them up to speed out weighs the benefit of the extra manpower.
