Do you have any proof that stall speed is changing, any tests done?
i have done that plenty of times....deleting the one in the steam folder as well i mean.
there is still the same effect, when the files get rebuilt the first time.
the same effect appears, if you delete the conf.ini file completely, or put joystick values in it, like in 1946.
this effect also appears after a complete new install of the game, but mind, only after the first launch.then it disappears in a strange way again.

it was said, that it is just the default axis settings, but i have tried those as well, and its certainly not that.
if i remember right, the default settings are 100% sensitivity, and 20% deadzone....this effect im describing is completely different in behaviour.

we have no answer why this effect appears, and more importantly disappears again, without changing anything, but we can feel it.
