Mate have you got these on any other games? Have you tried some benchmarking program's and stressed your system to see any similar effects?
You shouldn't be seeing lots of stutters with your rig unless you've got hardware problems but I can't think what would cause that apart from gfx related..
I'm wondering if you've damaged your gfx card maybe?
We all get micro stutters still afaik but from what your experiencing I'd say you've got another issue somewhere.
Can you borrow another gfx card and check that?
Put CPU back to stock?
