You have to persuade Steam that you are not playing on that server somehow.

Someone say that it is enough to log off from Steam.

If it does not help, try switching your PC off for 5 minutes or play another server long enough for Steam to learn you are actually there.

To me this error happens only if I chose to disconnect before server join process is 100% complete. I try to avoid this.
