I went to 'Steam-Library', IL2-COD. On the left side of the screen, you should see the game listed. Right click on the game title, then click on "View Downloadable Content". A new window pops up, saying "You have no downladable content for this game". On the bottom of this window, click on "View Available Downloadable Content for this game". It should bring you to the "Downloadable Content for IL-2 Sturmovik: Cliffs of Dover" window, and at the bottom of this screen is where I saw the blue progress bar line.
