Rule #1.
Always, but always make backups of your good working conf.ini and confuser.ini
Actualy CoD is a massive improvement in this area compared to IL2FB because it allows you to save your confuser.ini profils under different names and re-load them again from inside the game).

I know it does not help you at all today but, it is a great experience probably all of us had and never forget...

Rule #2.
see rule #1 and keep your back ups in different directories than your game (I keep them in different computers).

Now that I am finished with my "smart-a@@" advice, very sorry to hear that and I bet it is going to be a pain to redo it again.
No, it does not sound normal.
Have you perhaps logged in with a different user name or, have you done any changes to the username?
Or, do you have your profiles saved under STEAM Cloud (thisis good because your profiles remain available even if you change computers!) and this time you went to play but STEAM was in offline mode (so that STEMA tried to use the profile stored localy at your username/MyDocuments/1C-Software Club etc etc (something like this directory) and there was nothing there?
