i had the exact same problem
solution make your changes in game and when you are ready press the save as button this will allow you to create a new conf.ini that's it So from there you somehow get that new conf.ini into the control settings HOW? Load? Open? and put it in the control box? Mahalo, for help guys...I'm a old man who hasn't played IL2 for over a year...computer problems etc.
