The purpose of the cloud is to store your settings centrally. If you want to play the game from somewhere/something else, you get automatically the setting you are used to.

I don't have an answer on your first question and I'm curious about the answer because I also want to delete my current files in the steam cloud. If I put cloud synchronization on I lose my current key bindings. I didn't put any time researching this issue because it's not that important to me. I've turned cloud synchronization off.

You can save your control settings locally:
Launch the sim, go to controls and select "save as", then tell it to save an .ini file somewhere you can easily find it.

noobie question: how is this chat supposed to work? If I click chat window, I cannot type a new msg.
I tried making a keyboard shortcut for "send chat message", bound to key C.
When pressing this, it opens a window where I can type the message. But: the message now cannot contain character c. So, what do I need to do to get the window where you type the message and I can type any characters to my chat message?

One of the things that was so easy in IL2.

One of the things that was so easy in IL2.

You can always configure another key than "c", for example CTRL-c or assign a free F key (Like F12 when not using (default) TrackIR).

to reset chat window

first make a copy of your old ConfUser.ini
Then delete the ConfUser.ini from C:\Users\ ... \Documents\1C SoftClub\il-2 sturmovik cliffs of dover
Then disable stream cloud before starting up
Start up this will give a new Confuser.ini file,check to see then chat screen appears then shut down.
Added you control setting video setting from your old ConfUser.ini file
then restart game check that everything work as and if so restart steam cloud before shutting down the game and it will save the present settings
