If it's so, maybe it's not an effective pastime to translate on amateur level things that had been translated by a professional a year ago. Or had we better do it again? Please clarify.
1) I don't know, just pack them in a .zip file and send them to either me, or karabaja. I would suggest that you only do so after translating all of the files you intend on translating, since if there's an error somewhere, it can always be fixed later.

2) I added an attachment of all existing "eng_chat....lng" and "eng_actors_lng". As I have noticed, some of the files haven't been changed at all, so all you have to do is copy the text from english file to russan one, save, and it's finished.
Some files on the other hand, have only some text added, so just copy the existing text in english file over the one in russian, translate the rest of the text, save, and again it's finished.
For those files that are completely new, just translate them all without worry.
As for actor names, just refer to english ones if existent, or if they are new just make them up.

P.S. The loc_ses.zip in the attachment is actually a renamed .rar file, and you'll need a winrar, or winzip, or some other software.

EDIT: Another tip, since you have a russian version of the game, compare the size of the files from Red Sands to size of files from Armored Princess(addon folder)/Orcs on the March (orcs folder).
If you find a file in red sands that has the same name and same file size (in bytes), it means that nothing was changed, and you are free to delete that file - no need to bother translating a file that has no changes made to it.
