Are you sure your ISP does not loose any packets otw to steam? You are the only one who had servers disappearing from the list 2 times already and had doubled servers in the list. Smth is wrong with your connection for sure. Packets are lost somewhere.
Try adding servers into Favorites in Steam. They will not show up in Steam but will in game though. Go to Faves menu in game try connecting from there.
Restart your router and switch if you have one. Check router settings, upgrade all networking drivers and software. Test another ISP.
