Yes I see them at certain angles, have also seen water tiles speckled on mountains in the multiplayer DF missions, but they are junk anyway.

I have tried many graphics settings and it did not matter if it was on high, med or low, still there

Yup I see the stripes. I think the technical term for it is z-fighting where texture layers try to appear ontop of one another because they are too close together.

Well, the AMD can do nothing about it if they do not know about it. So the easy way to get their attention is via Driver Feedback Form found HERE. I also wish devs would comment on this as well.
