i tried again, but i got this: "Attempt to use a card that has been blocked"

i got doomed because of their stupid security amount check

Just to confirm - the Yuplay / new steam account method works for me. (Peterborough - UK) Download finished 20 minutes ago through steam, and have managed a couple of flights. The russian menus are extremely difficult to navigate though.

Let me know if you have success and if they block your account or the credit card number (it would be useless to create a new account).

i have just successfully purchased it and received the serial number in my email!

i used another credit card and i could provide the correct security amount!

now , knowingly that i already have STEAM account registered with other games and in a western country? what should i do exactly?

enter this serial into my existing steam account or create a new one?

what country did you put for the new steam account you created?

ok! i have SUCCESSFULLY activated my russian version of il-2 purchased from yuplay.ru in my existing STEAM account, and it started downloading it now!

I was using a visa debit card i have with my US Chase account, and the transactions are being updated in real time on your account when you log in on chase.com, thats how i could confirm that stupid security amount check with yuplay.ru nearly instantly!
