If they released it in the west in its current state, it would be a disaster.

I remember when Armed Assault was released back in 2006 i think, it was first releasd in Czech Republic/Russia then they fixed all (or the biggest) bugs and released Arma in the rest of the world with patch 1.02 or somethink similar. Looks like Oleg and team does the same thing with CoD correct me if Im wrong
