Buy in what? skirmish or mp modes? in skirmish there are only certail units you can buy and only some soldiers you can buy individually.

in mp modes there is a lot more options as far as soldier types, but even in skirmish if you can learn to use GEM editor you can add any soldiers for buying that you want.
