Just download the "Outsourced Config" mod from here

it´l let you change prices.

Though im fairly sure you need to start a new game for the changes to take affect, at least if u alter the Stats in the Actor Ini´s you have to start fresh.

when you install BSM 1.3 there is also an outsourced.ini that came with it
