I think the main reason (although there's a thread somewhere with a lot more good reasons) for the lack of pilots is that games in progress don't show up when you're searching and people don't tend to sit in the lobby long. So quite often the online appears dead although there can be many players actually playing.

I gather on the XBox you also have the extra complication of ranked and unranked matches? On PS3 there are just the 4 game modes and the 3 difficulties, but you can search all difficulties at once.

But once you get into a game, it's fantastic and well worth persevering for
