it's not made by me, but by Aurelain. he also did a skillwheel for HOMM 5.
you can see many useful things with it, regarding AP.

Echo nice work!

Both interface and bounty mods seem to work for me but the camera mod didn't... it's sitting there with the others but I noticed no change.

Maybe I'm using it wrong? In KB:TL the camera mod worked by just scrolling out with the mouse wheel to a large distance.

What exaclty is that screen supposed to improve?

your knowledge about characters (armor bearers), about items and about skills. I guess you've noticed that you can click in certain places and you get certain screens with info.

Not exactly peerless, but indeed, this is a great tool. The only problem it has is that KBAP has a general level cap at 60, not at 31... Heroes can also go over lvl 60, but that is not viable and it can't be done.
