Regarding the price setting, from threads on here and at yuplay I'm led to believe that its Sony that set the price, yet when I look at the EU PSN blog for this weeks update I see a comment from who I believe is the PSN Store manager in reply to someone who complains that the fallout dlc is too expensive :

Publishers. Still, I can hardly imagine it was just up to the publishers to set a higher price on the PSN than XBL.

The PS3 disc sold for $50,($60 is the prevailing price for PS3) did the xbox
version sell at a similar reduced price?

Perhaps the publisher wants to make up some of the cost for the blu-ray disc.
Or, bandwidth costs for the upcoming patch.

Bandwidth costs for the dlc can't be offered as a reason, it's not big enough
to justify an additional $5.
