It's a timer. Bail out or crash within a certain time of being hit and the person that did the damage will be awarded a kill. The problem is the timer is very short and if an aircraft takes longer than a few seconds to crash then it does not count as a kill.

They just need to take the timer off. If a plane crashes or the pilot bails the last person to have score hits on them should be awarded the kill.
