To answer the question..

Tumbling (eccentric) bullets would be next to useless fired from an aircraft, they have an extremely short range and are prone to going where they want, not where you fired them.

They are designed for killing people not planes.

They also have nothing to do with spiral tracer smoke.

Actually alot of the energy is lost by the tumbling, the tumbling of the bullet doesn't help much with accuracy too, and 100% of bullet energy is only possible at the muzzle....once a bullet leaves the barrel it starts to slow down.

Well they would wouldn't they, ecentric bullets maybe useless against A/C but hit a unicorn with one and its goodnight Irene. I'm told that the pegasus experimented with a 20mm version but was to unstable.

what about supercavitant bullets to shoot subs?

secret tech there are superfast supercavitant subs nowadays
