Ok, let's wait and see. In the original IL2-series you could change the resolution from GUI or from conf.ini. Of course modifying some files is not possible in console games but in GUi it would be nice to have.

Richer, yes, better game developers, not necessarily, better technology, no, no restrictions by the publisher, definitely not. Sony owns a number of game development studios, but these are in the same position as Gaijin in that their deadlines and goals are set by the publisher, not the developer.
