what exactly does the above value changes, anything that tones down enemy reinforcements? i lost a whole map on normal level.. and had a mg to fend off a whole division lol.. this game on normal is hard.

File is most likely read only.... change attributes simple windows/os stuff

nah isn't read only, comes up unspecified error then says cannot update userdata and some temp file.

Are you editing the files inside pak file? you have to reinsert the file back to the pak or extract the file first into proper path and the game will read that first.

i was trying yes..

so if I extract the file make my changes then reinsert the file this should work? or just put the file in the same directory?

I was going to copy the normal difficulty params into the easy file and see if I can boost ot that way.

just tried saving then dragging back in still same error?!

I opened the file in WinZip and edited thru Notepad directly in the WinZip screen. File-save-close. Do exactly that. I did not extract + replace. I did precisely what I just typed here.
