Yep... All greek to me. I noticed your [NET] 25000=Speed is rather high but you are not complaining about online gaming but being unable to play on highest settings.
I have a 6600 core 2 duo and 3 gig of ram and an 8800gt and I play with everything maxed out and I get frames rates of 60 to 160.
I see you have a resolution of width=1680 and height=1050. I would suggest you reduce that. I use 1440 x 900 on my 19inch lcd. That would be my guess at the problem to be honest. As my monitor does not allow higher resolutions I am not sure if it really is the problem though. It would be one setting up on my setting which would maybe lower you framerate by 20 to 30fps not really enough to cause stutter. The lag issue is definately your [NET] setting being too high reduce it to about Speed=10000 for less issues involving packet loss.
As for your computer being a single core it still has enough oomph to drive Il2.
