I had same problem but I fixed it by turning of Shadows Water reflections now my PC is way over the required spec's

Hope this helps if it does please tell me if not it was worth a try but it worked for me.

AMD Bulldozer FX-6100 Six Core 3.3GHz

8GB DDR3 RAM

ATI Radeon HD XFX 5850 1GB
