My thought on using this type of cooler is that all the cpu heat is blown straight out of the case regardless. With a cpu mounted air cooler in the case you still need to make sure you have an efficient system of case fans to stop the hot air circulating inside any.
No, you want the rad cooled with "fresh" air, therefore blow into the case.
