I absolutely have no idea how Gaijin will handle their F2P model - they've been awfully quiet about it. I suspect they are still figuring it out as it's pretty tricky.
They are positioning themselves as more 'authentic' against World of Warplanes, but they must also be user friendly enough to attract newbies.
If they are going to have bolster packs, I'd imagine it'd have more to do with pilot stats for sim mode (few more seconds before black/red out, steadier eyes against the eye sight), better weapon/ammo load out, more plane sets(like RoF), and map access.
