Yes its 32 bit. simply because you can't launch a 64bit program on a 32bit OS even if you have a 64bit capable cpu. There is nowhere any requirement to have a 64bit OS for this game. Therefore its 32bit.
As has been mentioned, a launcher needs to be either 64bit or 32bit just like in DCS A-10C. This game is written in 64bit but can be used with a 32bit launcher if you don't have a 64 bit platform.
Now we have concluded that its a 32bit program, then we know that for this game in particulair all ram over 4gig is overkill. yes you can run photoshop in the background and all other thingies, but IL2 Cliffs of Dover won't use more than approx 3.x gigs.

You are correct in some sense, but...
Crysis and Crysis warhead ran on 32bit window (Auto detect) and ALSO ran on 64bit systems and was confirmed to be 64bit.
